Worldbuilding is the most fun way to never finish a game. Here is a constraint that helps: describe your world in one page, using this template. If it does not fit, the world is not too big, the pitch is too vague.

The world in one sentence: (Example: "A drowned empire where magic is taxed and the tax collectors are dragons.")
What everyday life looks like: two or three sentences. Not the kings. The farmers.
The central tension: what is about to break? Worlds at rest are settings. Worlds under pressure are stories.
What the player character can change: and just as important, what they cannot.
The one weird rule: every memorable setting has one rule that makes people say "wait, what?" That rule is doing more work than the other twenty pages of lore.
